MSP Governance Themes


There are nine governance themes which need to be considered when delivering a programme of transformational change. These are


  1. Programme Organisation. This theme looks at the types of organisation a programme needs to consider and what the key roles and responsibilities are within a programme environment
  2. Vision. Without a vision the programme is unlikely to succeed. This is important when the programme is trying to engage with stakeholders and also for maintaining focus on the final goal.
  3. Leadership and Stakeholder Engagement. Effective leadership and good stakeholder engagement is important for a programme to succeed. Understanding the programme’s stakeholders is crucial to create the right environment for the successful delivery of change.
  4. Benefits Management. A key driver of any programme is the delivery of beneficial change. Achieving benefits from the programme needs to be a key focus throughout its life.
  5. Blueprint Design and Delivery. A programme needs to be able to clearly articulate what the ‘future operating state’ that needs to be achieved . This provides focus and coherence in what needs to be delivered.
  6. Planning and Control. MSP provides clear guidance on what needs to be achieved not only to successfully plan the programme but also to ensure that there are effective controls to manage it. This theme gives clear guidance on these aspects of programme delivery.
  7. Business case. A programme should only continue as long as it can be justified. The business case provides the information to justify this from start to finish.
  8. Risk and Issue Management. To deliver a programme of change successfully, the approach to risk and issue management needs to be considered carefully. This theme provides clear guidance which if followed provides a greater chance of success for the programme.
  9. Quality and Assurance Management. Having the structures in place to check that the programme is being delivered effectively and that it remains aligned with the corporate requirements is crucial to success.
